Abstract:

China’s industrial policy has become the object of enormous interest given its perceived success in terms of not only moving China up the technological ladder, but also increasing the country’s already high export share globally. China’s industrial policy is analysed based on a couple of research outcomes, focusing on the setting of objectives (“words”) and their implementation (“deeds”). To this end, objectives in central and local Five-Year Plans are firstly compared, together with those in key industrial policy documents. Secondly, an empirical assessment is conducted to assess why certain companies are selected under the most recent grand industrial policy strategy, the 10,000 Little Giants, a spin-off of “Made in China 2025”.  Finally, a review of the instruments used by Chinese policymakers to conduct industrial policy and their consequences for the rest of the world is assessed.

About the Speaker:

Alicia García Herrero is the Chief Economist for Asia Pacific at Natixis CIB and an independent Board Member of the AGEAS insurance group. Alicia also serves as Senior Fellow at the European think-tank Bruegel and as a non-resident Senior Fellow at the East Asian Institute in the National University of Singapore. Alicia is also Adjunct Professor at the Hong Kong University of Science and Technology. Finally, Alicia is an adviser to the Spanish government on economic affairs, a Member of the Board of the Centre for Asia-Pacific Resilience and Innovation, a member of the Advisory Board of the Berlin-based Mercator Institute for China Studies, an adviser to the Hong Kong Monetary Authority’s research arm the Hong Kong Institute for Monetary Research and a Member of the Council of the Focused Ultrasound Foundation.

Alicia is very active in international media (such as BBC, Bloomberg, CNBC and CNN) as well as social media (LinkedIn and Twitter). As a recognition of her thought leadership, Alicia was included in the TOP Voices in Economy and Finance by LinkedIn in 2017 and #6 Top Social Media leader by Refinitiv in 2020.
