Synopsis:

In the wake of COVID-19 and the collapse of the property market, China’s Local Government Financial Vehicles (LGFVs), which were created to borrow on behalf of local governments, have amassed trillions in debt, draining local coffers and prompting service cuts and deferred civilservice pay.

Central authorities have mandated that LGFVs cease operation or transform by the summer of 2027. Yet, few LGFVs have been closed after land-sale revenues have dried to a trickle.  Instead, recent research, including fieldwork in China, reveals a surprising shift: in many localities, LGFVs are reinventing themselves as venture capitalists.

In this talk, Professor Jean Oi will examine the transformation of LGFVs into local investment companies, driven by comprehensive restructuring and the financialisation of local state-owned enterprises. The discussion considers whether this shift can resolve local government debt and evaluates the implications for China’s economic prospects in the years ahead.

About the Goh Keng Swee Lecture in China Studies

The Goh Keng Swee Lecture in China Studies (previously known as the Goh Keng Swee Lecture on Modern China) was inaugurated in 1997 to honour Dr Goh Keng Swee, founder of the East Asian Institute, Singapore’s former Deputy Prime Minister and Minister. Dr Goh (6 October 1918 to 14 May 2010) was one of the founding fathers of the Republic of Singapore and an architect of its renowned financial and economic management. Dr Goh  joined the first government of Prime Minister Lee Kuan Yew as Minister for Finance in 1959. Upon Singapore’s independence on 9 August 1965, Dr Goh became the nations first Minister for the Interior and Defence. He served as Finance Minister (196770), Minister for Defence (197079) and Minister for Education (197980198184). Dr Goh Keng Swee was the recipient of the Ramon Magsaysay Awardfor Government Services (1972) and was conferred the Order of Sikatuna by the Philippine government. Following his retirement from politics, in 1985 Dr Goh was awarded the Darjah Utama Temasek (Order of Temasek), First Class, Singapore’s highest civilian honour. He was also appointed the first Distinguished Fellow of the Economic Development Board Society in 1991. Dr Goh received his PhD in Economics from the London School of Economics (LSE) in 1956.
